The agent roster (name, model, effort) is now global -- ~/.orion/agents.json, shared by every project -- instead of a block in each repository's orion.json. Who the implementer is and what it runs on is an operator preference, not something that should differ by checkout, or need restating in every project it's adopted into. orion config agents writes this file directly; existing per-project agents blocks in orion.json are no longer read and can be deleted (OR-132).

orion config --help (and orion config agents --help) fell through to the interactive credentials wizard instead of printing help, and blocked on stdin waiting for a Jira URL nobody meant to type -- the only way out was Ctrl-C. A help flag is now checked before any subcommand dispatch (OR-132).
